On Chen's Web site, no address is listed. There are only two consultation hotline numbers. Chen explained, "High-rank clients prefer solitude and remote locations. The clinic should be far away from the main streets and the windows should be frosted, so as to prevent others from peeking in. An exclusive club is also a favorite place for officials because it is highly private."

Due to changes in clients' backgrounds, many famous plastic surgeons now work night shifts. Chen insists receiving only one client at a time. For those who have special privacy requirements, he meets them in coffee lounges, hotels, or luxurious clubs. Before the operation, Chen will require all irrelevant people to leave the site, so that when the client arrives at his clinic, only Chen and his assistants are there. In addition, Chen is trying to prevent clients from meeting each other. This is an international practice. He explained, "In Hollywood, many high-ranking clinics start business at midnight. Superstars like Tom Cruise often go there in the wee hours of the morning. They usually go up to the clinic from the underground garage and return home at five or six o'clock in the morning."
No noticeable change is the most desirable result.
In 2007, the wife of a vice provincial governor went to see Chen. "She consulted about plastic surgery for her husband. He was in his fifties and wanted to get rid of the bags under his eyes."
Compared to ordinary people, officials have different requirements for plastic surgery. "These officials are usually between the ages 40-60. They simply want to look younger, and they fear that others may notice the changes," Chen said. Even on the operation table, some officials can't help reminding Chen yet again, "Don't change too much. I just want tiny improvements. Don't let others notice the surgery."
"Unlike entertainers, both male and female officials have no special requirements regarding the artistry and creativeness of the surgery," Chen said. No noticeable change is the most desirable result for them, because they hope that when they appear on TV or in public, people will not notice the traces of plastic surgery.
"Officials usually choose basic enhancements to make them look younger, like reducing the bags under their eyes, changing eye shape and getting rid of crow's feet. Some may choose botulinum toxin and wrinkle filler to plump up loose skin," Chen said. These operations are favored by both male and female officials. Some female officials also try additional surgeries, such as fat absorption. The operation price ranges between 4,000 yuan (US$586) and 30,000 (US$4,394) yuan.
