China plans to raise the poverty line to 1,500 yuan in 2011, an increase of 25 percent ?compared to 1,196 yuan in 2009, the Chongqing Morning News reported.
The poverty population in some middle and western provinces will largely increase and the poverty rate will also rise. Although the poverty line has risen, it remains lower than India. World Bank senior consultant Cao Wendao said the focus should be on helping people live a better quality life, not simply providing basics such as food, shelter and clothing.
