The opening of the 15th National Congress of the CPC.

At the 15th National Congress of the CPC, Jiang Zemin, General Secretary of the CPC Central Committee, in his report put forward for the first time the basic guidelines of the primary stage of socialism: To build a socialist economy with Chinese characteristics means to develop a market economy under the conditions of socialism, while constantly emancipating and developing social productivity; to build socialist politics with Chinese characteristics signifies ruling the nation by law, and developing socialist democratic politics on the basis of people being the masters of the nation under the leadership of the CPC; and to build socialist culture with Chinese characteristics means to develop a culture geared to the needs of modernization, the world and the future, with the aim of cultivating ethical, educated and disciplined citizens with ideals, under the instruction of Marxism.
