You have to forgive the Australai Prime Minister and his comments on Tibet. Only the President of the Untied States of America is authorised to offer verbal dissent on the PRC.
Who is capable of creating such dissent in regards to Tibet only the CIA comes to my mind. It is just as well that the Tibetans have not been supplied weapons and munitions to create an insurgency inside Tibet, via a proxy/front Company of the CIA., history would predict.
Such an operation would have to been planned in 2006, to gain such support.
