Developing countries are the biggest victims of climate change, Xie Zhenhua, vice minister of China's National Development and Reform Commission, said Wednesday.
Xie, one of China's leading negotiators for climate change talks, made the remarks at a press conference on the sidelines of the annual session of the National People's Congress, the country's top legislature.
Developed countries are mainly responsible for the climate change, which is caused by increasing greenhouse gas emission in their process of industrialization in the past 100 to 200 years, he said.
Xie called for joint efforts from all countries involved to take positive measures to combat climate challenge.
