Beijing Launches Invoice Lottery
Beijing became the first Chinese city on Thursday to launch a lottery on invoices to encourage better tax paying.

The new edition invoice kicked off a trial run in 11 districts and counties of the city, including Chaoyang, Fengtai, Shunyi and Fangshan.

Consumers will be encouraged to ask for invoices from businesses with the lure of a lottery prize from one of seven categories, ranging from 100 yuan to 5,000 yuan.

Yang Zhiqiang, vice-director of the Beijing Administration of Taxation, said citizens used to abandon invoices after having dinner in a restaurant. "Therefore, we could not tell the real sales of restaurants through their accounts, leaving taxation loopholes," he said.

The lottery invoice would cultivate the habit of keeping receipts, making tax evasion difficult.
