Law-Based Governance of the Military and Strict Enforcement of Discipline
Law-based governance of the military and strict enforcement of discipline are not simply a management issue; they cover every aspect of our efforts to build a strong military. This initiative was unveiled at the Fourth Plenary Session of the 18th CPC Central Committee in October 2014, as part of an overall strategy to promote the rule of law nationwide. The move, as mandated by a Central Military Commission decision in February 2015, represents a milestone in the development of China's military judicial system.
It calls for respect for the supremacy of the law and heightened awareness of the importance of the rule of law, and promotes law-abiding practices within the armed forces. It envisions a distinctly Chinese military judicial system that ensures rigorous and efficient enforcement of military laws and regulations through effective implementation mechanisms, accompanied by effective oversight and institutional guarantees. A paradigm shift is required to ensure that the law is respected in all decision-making processes of Party committees, administrative offices and command centers, and in the execution of duties by all military personnel.
