“三區(qū)三州”
“三區(qū)三州”地區(qū)包含西藏、四省藏區(qū)、南疆四地州和四川省涼山彝族自治州、云南省怒江傈僳族自治州、甘肅省臨夏回族自治州。這些地區(qū)不僅貧困發(fā)生率高、貧困程度深,而且基礎(chǔ)條件薄弱、致貧原因復(fù)雜、發(fā)展嚴重滯后、公共服務(wù)不足,一直是集中力量攻克貧困的難中之難、堅中之堅。
隨著脫貧攻堅深入推進,截至2019年年底,“三區(qū)三州”貧困人口減少到43萬人,貧困發(fā)生率下降到2%。
The Most Impoverished Three Regions and Three Prefectures
The "three regions" are Tibet, the Tibetan ethnic areas of Sichuan, Yunnan, Gansu and Qinghai provinces, and the four prefectures in southern Xinjiang (Hotan, Aksu, Kashi and the Kizilsu Kirgiz Autonomous Prefecture). The "three prefectures" are Liangshan in Sichuan, Nujiang in Yunnan and Linxia in Gansu.
With a high incidence and high intensity of poverty, poor infrastructure, complex causes of poverty, backward development and lack of public services, these places have remained the toughest challenges in China's poverty alleviation campaign.
Thanks to the great efforts made, the three regions and three prefectures saw their impoverished population dropping to 430,000 and poverty headcount ratio to 2 percent by the end of 2019.
