A Common, Comprehensive, Cooperative, and Sustainable Security Concept
At the 2014 Shanghai Summit of the Conference on Interaction and Confidence-building Measures in Asia (CICA), Xi Jinping introduced a concept for Asian security that emphasizes a common, comprehensive, cooperative, and sustainable approach, one that aims through joint efforts to provide a secure future in the region enjoyed by all. Supported by most countries, this concept represents new thinking that rejects any Cold-War mentality.
A focus on common security means that the security needs of every country should be respected and met. No country or group of countries should pursue absolute national security at the expense of others. To address both traditional and non-traditional security challenges at the global level, we need a comprehensive, multi-pronged strategy that takes into account historical perspectives and current realities. Cooperation and dialog are indispensable to strengthening the security of individual countries as well as regional security. They serve as useful strategic confidence-building measures in the quest for peace and for resolution of conflicts through peaceful means. Sustainable security is possible only when security measures are implemented in conjunction with sustained development efforts to improve the wellbeing of the people and narrow the gap between the rich and the poor as part of the strategy to address the root causes of security risks.
In his keynote speech at a high-level meeting in Geneva, Switzerland, in January 2017, Xi Jinping laid out a vision for a global community with a shared future. Highlighting
the importance of consultation and joint efforts, he presented a common, comprehensive, cooperative, and sustainable security concept. Based on the experience and lessons learned in addressing global security, political and strategic issues since the Second World War, and especially since the dawn of the 21st century, this concept is key to building a global community with a shared future that promotes sustainable development and lasting security. It builds on and enriches the Five Principles of Peaceful Coexistence, and represents China's contribution to world peace and security.
共同、綜合、合作、可持續(xù)的安全觀
2014年5月,在亞信上海峰會上,習(xí)近平首次倡議樹立共同、綜合、合作、可持續(xù)的亞洲安全觀,走出一條共建共享共贏的亞洲安全之路。亞洲安全觀提出后,得到大多數(shù)國家的支持,它徹底擺脫了冷戰(zhàn)思維,是新型的安全理念。
共同,就是尊重和保障每一個國家的安全,不能一個國家安全而其他國家不安全、一部分國家安全而另一部分國家不安全,更不能犧牲別國安全謀求自身的所謂絕對安全。綜合,就是統(tǒng)籌維護傳統(tǒng)領(lǐng)域安全和非傳統(tǒng)領(lǐng)域安全,通盤考慮安全問題的歷史經(jīng)緯和現(xiàn)實狀況,多管齊下、綜合施策,協(xié)調(diào)推進世界安全治理。合作,就是通過對話合作促進各國各地區(qū)安全,增進戰(zhàn)略互信,以合作謀和平、以合作促安全,以和平方式解決爭端??沙掷m(xù),就是堅持發(fā)展和安全并重以實現(xiàn)持久安全,聚焦發(fā)展主題,積極改善民生,縮小貧富差距,不斷夯實安全根基。
2017年1月18日,習(xí)近平在瑞士日內(nèi)瓦“共商共筑人類命運共同體”高級別會議上,發(fā)表題為《共同構(gòu)建人類命運共同體》的主旨演講,強調(diào)堅持共建共享,建設(shè)一個普遍安全的世界,提出各方應(yīng)該樹立共同、綜合、合作、可持續(xù)的安全觀。共同、綜合、合作、可持續(xù)的安全觀,是在總結(jié)第二次世界大戰(zhàn)后特別是21世紀(jì)以來人類社會在國際安全、國際政治、國際戰(zhàn)略問題上的經(jīng)驗教訓(xùn)基礎(chǔ)上提出的中國方案,是站在構(gòu)建可持續(xù)發(fā)展與可持續(xù)安全的人類命運共同體的高度提出的重要思想,也是對和平共處五項原則的繼承和發(fā)展,是中國對世界和平與安全的重要貢獻。
