China's Approach to Nuclear Security
At the third Nuclear Security Summit in The Hague, the Netherlands, on March 24, 2014, President Xi Jinping proposed a rational, coordinated and balanced approach to nuclear security. The proposed approach calls for an equal emphasis on: development and security, entailing the need to develop nuclear energy with adequate safety and security measures in place; rights and obligations, ensuring the respect for the rights and interests of all countries in the process of pursuing international nuclear security; individual and collaborative efforts, focusing on mutual benefits and win-win solutions in seeking universal nuclear security; and measures to treat symptoms and those to address root causes, so as to strengthen nuclear security and remove any associated risks at the root.
As the White Paper entitled "Nuclear Safety in China" points out, China's approach to nuclear security reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the nuclear field and constitutes an integral part of China's holistic approach to national security.
核安全觀
2014年 3月 24日,在荷蘭海牙舉行的第三屆核安全峰會上,習(xí)近平發(fā)表講話,首次全面闡述了理性、協(xié)調(diào)、并進的核安全觀。其核心內(nèi)涵是“四個并重”:一是發(fā)展和安全并重,以確保安全為前提發(fā)展核能事業(yè);二是權(quán)利和義務(wù)并重,以尊重各國權(quán)益為基礎(chǔ)推進國際核安全進程;三是自主和協(xié)作并重,以互利共贏為途徑尋求普遍核安全;四是治標和治本并重,以消除根源為目標全面推進核安全努力?!吨袊暮税踩钒灼赋?,中國核安全觀是習(xí)近平新時代中國特色社會主義思想在核安全領(lǐng)域的集中體現(xiàn),是中國總體國家安全觀的重要組成部分。
