Physical Protection of Nuclear Material and Nuclear Facilities
In strict accordance with the Amendment to the Convention on the Physical Protection of Nuclear Material, China implements a graded and area-based approach to physical protection of nuclear facilities on the basis of their importance and potential risk levels. To ensure the security of nuclear material, nuclear facilities and nuclear activities, the Chinese government requires that the design, construction and operation of any nuclear facility project proceed in parallel with the rollout of a physical protection system, consistent with a defense-in-depth and balanced protection strategy, so as to build the capacity to detect and delay any unauthorized access and respond to any such events in a reliable and effective manner.

中國(guó)嚴(yán)格按照《核材料實(shí)物保護(hù)公約》修訂案要求,根據(jù)保護(hù)目標(biāo)的重要程度和潛在風(fēng)險(xiǎn)等級(jí),對(duì)核設(shè)施實(shí)行分級(jí)、分區(qū)保護(hù)。中國(guó)政府要求實(shí)物保護(hù)系統(tǒng)與核設(shè)施主體工程同步設(shè)計(jì)、同步施工、同步運(yùn)行;遵循縱深防御、均衡保護(hù)的原則,完整、可靠、有效地實(shí)現(xiàn)探測(cè)、延遲和響應(yīng)三大功能,為核材料、核設(shè)施和核活動(dòng)提供安全保障。
