The System of Evaluation Standards for Eco-Environmental Conservation
Evaluating eco-environmental conservation means conducting accurate assessment, making science-based plans, and reviewing quantitative targets and relevant practices, in order to draw objective, accurate conclusions about harmony between humanity and nature, and thus provide reliable information for correct decision-making, rational planning, quantitative management and practical implementation.
So official standards are needed to evaluate the progress in key eco-environmental protection projects and people's sense of benefit.
Xi Jinping has issued instructions on the evaluation of eco-environmental conservation. Speaking at a study session of the Political Bureau of the 18th CPC Central Committee in May 2013, he said that eco-environmental protection must be based on institutions and laws, and only the strictest institutions and laws can provide the proper guarantee for such protection. He called for a better performance evaluation system for economic and social development, including the indexes of resource consumption, environmental damage and ecological benefits that could reflect the progress made, so as to create appropriate target systems, review methods, and mechanisms of reward and sanction that accommodate the needs of an eco-civilization. These will be obligatory for the officials, and guide their protection of the eco-environment.
In December 2016, the central authorities published the methods for performance evaluation in relation to eco-environmental conservation. In line with these methods, two documents were issued – one on annual green development indexes and the other on eco-environmental protection targets every five years. These all provide principles and a base for evaluation.
The evaluation will focus on both output increase and consumption reduction, both economic benefits and environmental improvement, both growth speed and development quality, so that it will offer important guidance to local governments and leading officials, and stimulate their enthusiasm, initiative and creativity to form strong synergy in building an eco-civilization.

生態(tài)文明建設(shè)評(píng)價(jià)指標(biāo)體系,是對(duì)生態(tài)文明建設(shè)進(jìn)行準(zhǔn)確評(píng)價(jià)、科學(xué)規(guī)劃、定量考核和具體實(shí)施的依據(jù),通過(guò)客觀、準(zhǔn)確評(píng)價(jià)人與自然和諧程度及其文明水平,為正確決策、科學(xué)規(guī)劃、定量管理和具體實(shí)施等提供科學(xué)依據(jù)。
中共中央、國(guó)務(wù)院部署的生態(tài)文明重大目標(biāo)任務(wù)完成情況,生態(tài)環(huán)境改善帶給人民的獲得感,生態(tài)文明建設(shè)的成效,需要一把尺子來(lái)衡量、來(lái)檢驗(yàn)。習(xí)近平多次對(duì)生態(tài)文明建設(shè)目標(biāo)評(píng)價(jià)考核工作提出要求。2013年5月,習(xí)近平在十八屆中央政治局第六次集體學(xué)習(xí)時(shí)指出,保護(hù)生態(tài)環(huán)境必須依靠制度、依靠法治。只有實(shí)行最嚴(yán)格的制度、最嚴(yán)密的法治,才能為生態(tài)文明建設(shè)提供可靠保障。他要求,完善經(jīng)濟(jì)社會(huì)發(fā)展考核評(píng)價(jià)體系,把資源消耗、環(huán)境損害、生態(tài)效益等體現(xiàn)生態(tài)文明建設(shè)狀況的指標(biāo)納入經(jīng)濟(jì)社會(huì)發(fā)展評(píng)價(jià)體系,建立體現(xiàn)生態(tài)文明要求的目標(biāo)體系、考核辦法、獎(jiǎng)懲機(jī)制,使之成為推進(jìn)生態(tài)文明建設(shè)的重要導(dǎo)向和約束。
2016年12月,中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)《生態(tài)文明建設(shè)目標(biāo)評(píng)價(jià)考核辦法》。根據(jù)這一《辦法》,國(guó)家發(fā)展改革委等4部門(mén)聯(lián)合制定了年度評(píng)價(jià)的《綠色發(fā)展指標(biāo)體系》和五年考核的《生態(tài)文明建設(shè)考核目標(biāo)體系》,為規(guī)范生態(tài)文明建設(shè)評(píng)價(jià)考核工作提供原則和依據(jù)。
構(gòu)建生態(tài)文明建設(shè)評(píng)價(jià)指標(biāo)體系并進(jìn)行評(píng)價(jià)考核,既要看產(chǎn)出增加,又要看消耗降低;既要看經(jīng)濟(jì)效益,又要看環(huán)境效益;既要看發(fā)展速度,又要看發(fā)展質(zhì)量,以起到對(duì)地方政府和領(lǐng)導(dǎo)干部的指揮棒作用,從而激發(fā)各級(jí)政府部門(mén)、廣大干部的積極性、主動(dòng)性和創(chuàng)造性,形成推進(jìn)生態(tài)文明建設(shè)的強(qiáng)大動(dòng)力。
