The System for Paid Use of Natural Resources
The natural resources here refer to all state-owned land and water resources, minerals, forests, grasslands, sea regions and islands.
Since China began its reform and opening up in the late 1970s, it has gradually established a system for paid use of natural resources, which has supported the protection and rational utilization of natural resources, and safeguarded the rights and interests of the owners.
In December 2016, the State Council issued a document on reforming the system for paid use of state-owned natural resource assets, requiring that the market play a decisive role and the government better play its role in resource allocation, and a sound system for paid use of state-owned natural resources be established as quickly as possible. The document also specified key tasks in relevant fields.
自然資源有償使用制度
全民所有自然資源是憲法和法律規(guī)定屬于國家所有的各類自然資源,主要包括國有土地資源、水資源、礦產(chǎn)資源、國有森林資源、國有草原資源、海域海島資源等。改革開放以來,中國全民所有自然資源資產(chǎn)有償使用制度逐步建立,在促進(jìn)自然資源保護(hù)和合理利用、維護(hù)所有者權(quán)益方面發(fā)揮了積極作用。
2016年12月,國務(wù)院印發(fā)《關(guān)于全民所有自然資源資產(chǎn)有償使用制度改革的指導(dǎo)意見》,明確要求堅持發(fā)揮市場配置資源的決定性作用和更好發(fā)揮政府作用,加快建立健全全民所有自然資源資產(chǎn)有償使用制度,并對各領(lǐng)域重點(diǎn)任務(wù)作出部署要求。
