Government Inspection
According to the Regulations on Government Inspection, the people's governments at or above county level may, within the limits of their authority as prescribed by the law, conduct supervisory inspections. A people's government can conduct inspections of those at the next lower level and their subordinate departments, or of all the people's governments and their subordinate departments under its jurisdiction. The general office of the State Council directs the local governments in conducting such inspections, and it also organizes accountability inspections on behalf of the State Council.
The leaders of the inspection groups are assigned by the people's governments at or above county level to assume overall responsibility. Deputies to the people's congresses, CPPCC members, government consultants, and experts and scholars can be invited to join the inspection groups. Conclusions should be made at the end of the inspections and be notified to the targets inspected, and the conclusions should be objective and fair and be based on facts and full evidence.
政府督查
《政府督查工作條例》指出,政府督查即縣級(jí)以上人民政府在法定職權(quán)范圍內(nèi)根據(jù)工作需要組織開展的監(jiān)督檢查。上級(jí)人民政府可以對(duì)下一級(jí)人民政府及其所屬部門開展督查,必要時(shí)可以對(duì)所轄各級(jí)人民政府及其所屬部門開展督查。國(guó)務(wù)院辦公廳指導(dǎo)全國(guó)政府督查工作,組織實(shí)施國(guó)務(wù)院督查工作。
縣級(jí)以上人民政府根據(jù)工作需要,可以派出督查組。督查組實(shí)行組長(zhǎng)負(fù)責(zé)制,組長(zhǎng)由本級(jí)人民政府確定??梢匝?qǐng)人大代表、政協(xié)委員、政府參事和專家學(xué)者等參加督查組。政府督查工作結(jié)束后應(yīng)當(dāng)作出督查結(jié)論。與督查對(duì)象有關(guān)的督查結(jié)論應(yīng)當(dāng)向督查對(duì)象反饋。督查結(jié)論應(yīng)當(dāng)事實(shí)清楚,證據(jù)充分,客觀公正。
