Digital Government

A digital government is supported by digital technology, the application of which is expected to increase government efficiency.

China has accelerated the progress of building a digital government since 2017. The 19th CPC Central Committee highlighted the goal of creating a digital government at both its fourth and fifth plenary sessions. The 14th Five-year Plan for China's economic and social development sets the task of extensively applying digital technology in government management and services to help re-engineer governance processes, optimize governance model, improve services, and lead to more rational decision-making with greater efficiency.

In June 2022, the State Council issued a document on this subject, aiming to promote extensive application of big data, cloud computing, artificial intelligence, and other digital technologies for economic regulation, market control, social governance, public services, and eco-environmental protection, in order to realize precise and smart governance in a sound manner.

Building a digital government is the natural way for China to adapt to the new round of technological revolution and industrial transformation, drive the growth of the digital economy and a digital society, and create a sound digital environment for quicker digitalization. It is a fundamental, leading project for boosting China's strength in cyberspace and digital development. It is also a major measure to introduce new approaches to governance, make breakthroughs in digital governance, and modernize China's system and capacity for governance. It is significant to transforming government functions and building a service-oriented, clean government under the rule of law.

數(shù)字政府建設(shè)

數(shù)字政府建設(shè)以數(shù)字技術(shù)為支撐，實(shí)現(xiàn)業(yè)務(wù)和技術(shù)的深度融合，提升政府履職效能。中共十九大以來，中國數(shù)字政府建設(shè)加速推進(jìn)。中共十九屆四中全會提出推進(jìn)數(shù)字政府建設(shè)，中共十九屆五中全會再次強(qiáng)調(diào)加強(qiáng)數(shù)字政府建設(shè)?！吨腥A人民共和國國民經(jīng)濟(jì)和社會發(fā)展第十四個五年規(guī)劃和2035年遠(yuǎn)景目標(biāo)綱要》明確提出，提高數(shù)字政府建設(shè)水平，將數(shù)字技術(shù)廣泛應(yīng)用于政府管理服務(wù)，推動政府治理流程再造和模式優(yōu)化，不斷提高決策科學(xué)性和服務(wù)效率。2022年6月，國務(wù)院印發(fā)《關(guān)于加強(qiáng)數(shù)字政府建設(shè)的指導(dǎo)意見》。該意見聚焦經(jīng)濟(jì)調(diào)節(jié)、市場監(jiān)管、社會管理、公共服務(wù)、生態(tài)環(huán)境保護(hù)等政府職能，推動大數(shù)據(jù)、云計算、人工智能等數(shù)字技術(shù)的廣泛運(yùn)用，著力提高政府治理科學(xué)化、精細(xì)化、智能化水平。

加強(qiáng)數(shù)字政府建設(shè)是中國適應(yīng)新一輪科技革命和產(chǎn)業(yè)變革趨勢、引領(lǐng)驅(qū)動數(shù)字經(jīng)濟(jì)發(fā)展和數(shù)字社會建設(shè)、營造良好數(shù)字生態(tài)、加快數(shù)字化發(fā)展的必然要求，是建設(shè)網(wǎng)絡(luò)強(qiáng)國、數(shù)字中國的基礎(chǔ)性和先導(dǎo)性工程，是創(chuàng)新政府治理理念和方式、形成數(shù)字治理新格局、推進(jìn)國家治理體系和治理能力現(xiàn)代化的重要舉措，對加快轉(zhuǎn)變政府職能，建設(shè)法治政府、廉潔政府和服務(wù)型政府意義重大。
