In October 1991, he began serving as deputy secretary of the CPC Tianjin Municipal Committee. In May 1993, he was reelected deputy secretary of the CPC Tianjin Municipal Committee at the First Session of the Sixth CPC Tianjin Municipal Committee. Later he was transferred to the post of deputy director of the Organization Department of the CPC Central Committee. He is an alternative member of the 15th CPC Central Committee. Since June 2000, Wang has been working as a member of the Standing Committee and secretary of the CPC Hebei Provincial Committee.

In January 2003 he became vice minister of the Information Industry.

In March 2003 he was appointed minister of Information Industry.

He is an alternate member of the 15th CPC Central Committee and member of the 16th CPC Central Committee.
