He Guoqiang, a native of Xiangxiang, Hunan Province, was born in October 1943. A graduate of the Beijing Institute of Chemical Technology, majored in Inorganic Chemical Engineering, he acquired a professional title of senior engineer. From 1986 to 1991, he worked as a member of the Standing Committee of the Shandong Provincial Committee of the Communist Party of China (CPC) and concurrently as deputy secretary and secretary of the CPC Jinan City Committee. From 1991 to 1996, he served as vice-minister of chemical industry and deputy secretary of the ministry?s CPC leading group. Between 1996 and 1999, he worked as deputy secretary of the CPC Fujian Provincial Committee, and vice-governor, acting governor and governor of Fujian Province. From June 1999 to October 2002, he took the office as secretary of the CPC Chongqing Municipal Committee before he was appointed head of the Organization Department of the CPC Central Committee.
