Responding to changing conditions and maintaining the practice of upholding and developing socialism with Chinese characteristics in the new era, China needs to make certain revisions to the Constitution to ensure the law's consistency, stability, and authority.
The Communist Party of China (CPC) and the country as a whole have undergone major transformations since the last revision of the Constitution in 2004. Since the 18th CPC National Congress, the CPC Central Committee with Xi Jinping at its core has been leading Chinese people in upholding and developing socialism with Chinese characteristics, implementing the five-sphere integrated plan (for coordinated economic, political, cultural, social and ecological advancement) and the four-pronged comprehensive strategy, promoting the great projects of the Party building, developing a series of new ideas, new thinking and new strategies for the country's governance, boosting historic achievements in the Party and the country, and ushering in the new era of socialism with Chinese characteristics.
The 19th CPC National Congress has laid out major strategic arrangements for upholding and developing Chinese socialism for a new era, included Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle of the Party, and set up new goals for the country's development. All of these are of major guiding significance for the cause of the Party and the country.
China's Constitution has long been serving a major role in the CPC's governance of the country. As it is the fundamental and supreme law of the country, it is necessary to consider making some proper revisions to ensure its role in upholding and developing Chinese socialism and in fully advancing law-based governance.
It is, therefore, essential to include the major theoretical propositions like "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era," "the building of a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful," "the great rejuvenation of the Chinese nation," "the leadership of the Communist Party of China is the defining feature of socialism with Chinese characteristics," "improving the system concerning the term of the nation's president and vice-president," and "deepening the reform of the country's supervisory body" into the fundamental law.
