Russian Foreign Minister, Sergei Lavrov, says NATO's new strategic concept worries Russia. The plan will allow NATO to take military action on a global scale.

NATO Secretary-General, Anders Fogh Rasmussen, has set out the new strategic vision at the Munich Conference on Security Policy. He says territorial defense must go beyond borders and NATO will become a forum to discuss international security affairs. NATO will also develop its relations with Russia, China, India and Pakistan.

The Russian Foreign Minister also says the Treaty on Strategic Offensive Arms between Russia and the U.S. will bring the amount of such weapons in the two countries to "unprecedented low" levels.
