In Mexico, the remnants of Hurricane Karl, now a tropical depression, have died down over mountains in the south of the country. Emergency workers say at least eight people have been killed by the storm.
The port city of Veracruz was cut off by flooding from the rest of the hard-hit coastal area. Damage to the city was minimal but large sections remain without power. Nearby villages in low-lying areas are also flooded, with hundreds of people evacuated to government shelters.
Karl spared Mexican oil operations from major damage after sweeping through the Bay of Campeche, where Mexico produces more than two-thirds of its two and a half million barrels of crude a day.
