To commemorate the upcoming fourth Ministerial Conference of FOCAC, the Chinese Committee of FOCAC and the China National Philatelic Corporation created a special commemorative envelope, which was also launched at the Beijing meeting.
FOCAC was established in 2000 as a platform for consultation, dialogue and cooperation mechanism between China and Africa, and is seen by its organizers as an example of South-South cooperation between developing countries.
Under the "Program for China-Africa Cooperation in Economic and Social Development" ministerial meetings take place every three years and senior officials meet every two years, in addition to regular ambassadorial consultations. The Senior Officials Meetings and the Ministerial Conferences alternate between China and Africa.
