One package was at the Jeffrey Building in Annapolis and another was at the Maryland Department of Transportation building in Hanover, WTOP radio reported.
No one was hurt in either incident, the report said, but the packages both gave off a small explosion or flare-up when they were opened.
State police have responded to the scene, and the two buildings have been evacuated.
