British prime minister David Cameron announced the names of a panel that will look at press regulation in an emergency statement at the Parliament on Wednesday.
Cameron said the judge-led inquiry should consider relationship between press, police and politicians, and should also look at broadcasters and social media for illegal behaviors.
Cameron urged a close police investigation over corruption in media and policing to ensure it will never happen again.
The prime minister has earlier shortened his trip to South Africa to attend the emergency session at British Parliament over the phone hacking scandal.
