A Shanghai procuratorate has approved the arrest of 13 people in connection with a fatal Shanghai high-rise fire that killed 58 people on Nov.15, a spokesman with the second branch of Shanghai People's Procuratorate confirmed Friday.
The blaze erupted in the afternoon of Nov.15 after welding sparks set nylon netting and scaffolding alight.
Officials have blamed the tragedy on unlicensed welders, illegal sub-contracting and poor management.
Police previously detained 12 people in connection with the fire.
