System of Accountability of the CPC
According to the Regulations of the CPC on Accountability, accountability must be based on rules, discipline, and facts. Those who have failed in their duties must be held accountable, because power comes with responsibility and sanctions are the consequence of errors. Party organizations are required to trust the officials but be strict with them and use both incentives and sanctions to prevent the recurrence of mistakes. Collective decision-making and a clear division of responsibilities are followed when meting out sanctions.
The Party organizations and leading Party officials will be held accountable for the following:
? violating the CPC Constitution and other regulations of the Party;
? failing to perform or properly perform relevant duties;
? weakening the Party's leadership;
? failing to strengthen the Party in political, theoretical and organizational terms and in terms of conduct and discipline;
? failing to take resolute action to improve Party conduct, build integrity, and fight corruption;
? failing to fulfill their principal responsibilities for full, rigorous Party self-governance and exercise relevant supervision;
? failing to properly exercise management and supervision.
Depending on the gravity of their mistakes and the circumstances of the case, the Party organizations that have violated Party discipline will be required to make self-criticism, or be given public notification of their mistakes, or be reorganized. Leading Party officials may be given public notification of their mistakes, or be admonished, or have their official positions adjusted, or receive organizational penalties or disciplinary punishment. In accordance with the Regulations of the CPC on Disciplinary Action, disciplinary punishment will be imposed for dereliction of duty with serious consequences.

《中國(guó)共產(chǎn)黨問責(zé)條例》指出,黨的問責(zé)工作堅(jiān)持依規(guī)依紀(jì)、實(shí)事求是,失責(zé)必問、問責(zé)必嚴(yán),權(quán)責(zé)一致、錯(cuò)責(zé)相當(dāng),嚴(yán)管和厚愛結(jié)合、激勵(lì)和約束并重,懲前毖后、治病救人,集體決定、分清責(zé)任的原則。
黨組織、黨的領(lǐng)導(dǎo)干部違反黨章和其他黨內(nèi)法規(guī),不履行或者不正確履行職責(zé),存在黨的領(lǐng)導(dǎo)弱化,黨的政治建設(shè)抓得不實(shí),黨的思想建設(shè)缺失,黨的組織建設(shè)薄弱,黨的作風(fēng)建設(shè)松懈,黨的紀(jì)律建設(shè)抓得不嚴(yán),推進(jìn)黨風(fēng)廉政建設(shè)和反腐敗斗爭(zhēng)不堅(jiān)決、不扎實(shí),全面從嚴(yán)治黨主體責(zé)任、監(jiān)督責(zé)任落實(shí)不到位,履行管理、監(jiān)督職責(zé)不力等情形之一,應(yīng)當(dāng)予以問責(zé)。
對(duì)黨組織的問責(zé),根據(jù)危害程度以及具體情況,采取檢查、通報(bào)、改組等方式。對(duì)黨的領(lǐng)導(dǎo)干部的問責(zé),根據(jù)危害程度以及具體情況,采取通報(bào)、誡勉、組織調(diào)整或者組織處理、紀(jì)律處分等方式。對(duì)失職失責(zé)、危害嚴(yán)重,應(yīng)當(dāng)給予紀(jì)律處分的,依照《中國(guó)共產(chǎn)黨紀(jì)律處分條例》追究紀(jì)律責(zé)任。
