The taxes and revenues generated from the tobacco industry make the government reluctant to impose regulations, and the price of tobacco remains low despite a relatively high tax. |
據(jù)《京華時(shí)報(bào)》消息,2006年,我國(guó)簽署《煙草控制框架公約》,承諾5年后,也就是今年的1月9日全面施行公共場(chǎng)所室內(nèi)禁煙。但時(shí)至今日,我國(guó)不僅沒有一部針對(duì)公共場(chǎng)所禁止吸煙的全國(guó)性法律,連現(xiàn)有的《廣告法》等法律也并未全面禁止煙草廣告。煙草行業(yè)是政府財(cái)政收入的納稅大戶,這一現(xiàn)狀導(dǎo)致政府很難對(duì)其“下手”。另外高稅率也沒有抬高煙草的價(jià)格。 |
