| Looking to the future, all the comrades in the Party must never forget that it was thanks to reform and opening up that China has developed rapidly in the past 30 plus years, and we must promote China's future development by continuing to carry out reform and opening up. |
面向未來，全黨同志必須牢記，我國過去３０多年的快速發(fā)展靠的是改革開放，我國未來發(fā)展也必須堅定不移依靠改革開放。 |
| The most salient feature of the new period is reform and opening up. Reform and opening up constitute a great new revolution carried out by the people under the leadership of the Party in the new historical stage. They are a critical choice that holds the future of contemporary China. They are what we must pursue in upholding and building socialism with Chinese characteristics and achieving the great rejuvenation of the Chinese nation. Only by carrying out reform and opening up can we develop China, socialism, and Marxism. Profound changes are taking place in the world, in China, and in the Party. China suffers from a serious lack of balance, coordination, and sustainability in its development; and there are institutional obstacles to scientific development. In no way can we get around these problems, which must be resolved in the course of deepening reform. We must firmly follow the line, principles, and policies adopted since the Third Plenary Session of the Eleventh Party Central Committee, be confident and courageous, apply the spirit of reform and innovation to all aspects of government administration and strive to make greater progress in reform and opening up. We should keep developing the socialist market economy in our reform, ensure the soundness of decisions concerning reform and enhance coordination of reform measures taken. We should identify areas where breakthroughs can be made, set priorities in deepening reform and opening up, advance reform in important areas and key links when opportunities are ripe and continue to reform the economic, political, cultural and social systems in an innovative way. We should further free and develop the productive forces, promote the self-improvement and self-development of the socialist system, and get rid of all the notions and remove all the institutional drawbacks that hinder scientific development. By doing so, we will create a strong momentum in advancing the cause of socialism with Chinese characteristics. |
新時期最鮮明的特點是改革開放。改革開放是黨在新的歷史條件下領(lǐng)導(dǎo)人民進(jìn)行的新的偉大革命，是決定當(dāng)代中國命運(yùn)的關(guān)鍵抉擇，是堅持和發(fā)展中國特色社會主義、實現(xiàn)中華民族偉大復(fù)興的必由之路。只有改革開放才能發(fā)展中國、發(fā)展社會主義、發(fā)展馬克思主義。當(dāng)前，世情、國情、黨情繼續(xù)發(fā)生深刻變化，我國發(fā)展中不平衡、不協(xié)調(diào)、不可持續(xù)問題突出，制約科學(xué)發(fā)展的體制機(jī)制障礙躲不開、繞不過，必須通過深化改革加以解決。我們一定要堅定不移堅持黨的十一屆三中全會以來的路線方針政策，堅定信心、砥礪勇氣，堅持不懈把改革創(chuàng)新精神貫徹到治國理政各個環(huán)節(jié)，奮力把改革開放推向前進(jìn)。要堅持社會主義市場經(jīng)濟(jì)的改革方向，提高改革決策的科學(xué)性，增強(qiáng)改革措施的協(xié)調(diào)性，找準(zhǔn)深化改革開放的突破口，明確深化改革開放的重點，不失時機(jī)地推進(jìn)重要領(lǐng)域和關(guān)鍵環(huán)節(jié)改革，繼續(xù)推進(jìn)經(jīng)濟(jì)體制、政治體制、文化體制、社會體制改革創(chuàng)新，繼續(xù)解放和發(fā)展社會生產(chǎn)力，繼續(xù)推動我國社會主義制度自我完善和發(fā)展，堅決破除一切妨礙科學(xué)發(fā)展的思想觀念和體制機(jī)制弊端，為推進(jìn)中國特色社會主義事業(yè)注入強(qiáng)大動力。 |

| Pursuing economic development as our central task is essential for reinvigorating China and achieving prosperity and enduring political stability of our Party and country. Only by promoting sound and rapid economic development can we build a strong material foundation for enhancing China's development and prosperity, ensuring happiness and wellbeing of the people of all our ethnic groups and achieving the great rejuvenation of the Chinese nation. In the past 30 plus years of reform and opening up, we have pursued economic development as the top priority and developed the productive forces at an unprecedented speed. This is the fundamental reason for the marked improvement in China's overall strength, the living standards of the Chinese people and China's international standing. In the time to come, we must continue to follow the strategic thinking that only development counts and firmly carry out the central task of economic development, and we should not waver in the slightest in this pursuit. |
以經(jīng)濟(jì)建設(shè)為中心是興國之要，是我們黨、我們國家興旺發(fā)達(dá)、長治久安的根本要求。只有推動經(jīng)濟(jì)又好又快發(fā)展，才能筑牢國家發(fā)展繁榮的強(qiáng)大物質(zhì)基礎(chǔ)，才能筑牢全國各族人民幸福安康的強(qiáng)大物質(zhì)基礎(chǔ)，才能筑牢中華民族偉大復(fù)興的強(qiáng)大物質(zhì)基礎(chǔ)。改革開放３０多年來，我們堅持以經(jīng)濟(jì)建設(shè)為中心，推動社會生產(chǎn)力以前所未有的速度發(fā)展起來，這是我國綜合國力、人民生活水平、國際地位大幅度提升的根本原因。今后，我們必須繼續(xù)牢牢堅持發(fā)展是硬道理的戰(zhàn)略思想，牢牢扭住經(jīng)濟(jì)建設(shè)這個中心，決不能有絲毫動搖。 |
| The productive forces are the primary force driving the development of human society. Our Party entered the historical arena representing China's advanced productive forces. All the Party's endeavors are pursued to free and develop the productive forces and improve the people's lives. We have made remarkable achievements. However, China's basic condition has not changed, that is, it is still is in the primary stage of socialism and will remain so for a long time to come, and the principal issue in society is still how to meet the ever-growing material and cultural needs of the people while upgrading backward social production. And China's international status as the largest developing country in the world has not changed. Development is still the key to solving all the problems in China. We should seize and make the most of the important and strategic opportunities that have presented themselves now and in the coming period to promote China's development. To do so will enable us to take the initiative, gain advantages and ensure victory in the future. But this also presents a major test for our Party's governance capacity and for our nation's self-improvement capacity. We must continue to focus on pursuing development and consolidate the material foundation for upholding and building socialism with Chinese characteristics. |
生產(chǎn)力是人類社會發(fā)展的根本動力。我們黨是以中國先進(jìn)生產(chǎn)力的代表登上歷史舞臺的。黨的一切奮斗，歸根到底都是為了解放和發(fā)展社會生產(chǎn)力，不斷改善人民生活。我們已經(jīng)取得了舉世矚目的偉大成就，但我國仍處于并將長期處于社會主義初級階段的基本國情沒有變，人民日益增長的物質(zhì)文化需要同落后的社會生產(chǎn)之間的矛盾這一社會主要矛盾沒有變，我國是世界上最大的發(fā)展中國家的國際地位沒有變。發(fā)展仍然是解決我國所有問題的關(guān)鍵。牢牢抓住和用好我國發(fā)展的重要戰(zhàn)略機(jī)遇期，是我們贏得主動、贏得優(yōu)勢、贏得未來的關(guān)鍵所在，是對我們黨執(zhí)政能力的重大考驗，也是對我們民族自強(qiáng)能力的重大考驗。我們必須繼續(xù)聚精會神搞建設(shè)、一心一意謀發(fā)展，不斷夯實堅持和發(fā)展中國特色社會主義的物質(zhì)基礎(chǔ)。 |
| In contemporary China, only development counts, and this calls for pursuing scientific development. We should take scientific development as the goal and give priority to accelerating the shift of model of economic development. We also need to place more emphasis on the following efforts: putting people first; promoting comprehensive, coordinated, and sustainable development; taking all factors into consideration when making overall plans; carrying out reform and opening up; and ensuring and improving the people's wellbeing. We will accelerate strategic adjustment of the economic structure, scientific and technological progress and innovation, and the building of a resource-conserving and environmentally friendly society. We will promote fairness and justice; long-term, steady and rapid economic development; and social harmony and stability. We will continue to make new and greater achievements in pursuing civilized development that leads to increased production, better lives for the people, and a sound ecosystem, and thus lay a more solid foundation for building a moderately prosperous society in all respects and realizing the great rejuvenation of the Chinese nation. |
在當(dāng)代中國，堅持發(fā)展是硬道理的本質(zhì)要求就是堅持科學(xué)發(fā)展。我們要以科學(xué)發(fā)展為主題，以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線，更加注重以人為本，更加注重全面協(xié)調(diào)可持續(xù)發(fā)展，更加注重統(tǒng)籌兼顧，更加注重改革開放，更加注重保障和改善民生，加快經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整，加快科技進(jìn)步和創(chuàng)新，加快建設(shè)資源節(jié)約型、環(huán)境友好型社會，促進(jìn)社會公平正義，促進(jìn)經(jīng)濟(jì)長期平穩(wěn)較快發(fā)展和社會和諧穩(wěn)定，不斷在生產(chǎn)發(fā)展、生活富裕、生態(tài)良好的文明發(fā)展道路上取得新的更大的成績，不斷為全面建成小康社會、實現(xiàn)中華民族偉大復(fù)興打下更為堅實的基礎(chǔ)。 |
